About “The law of Registration, Evaluation, Authorization, and Restriction of Chemicals” (REACH, Registration, Evaluation, Authorization, and Restriction of Chemicals) is the European Union’s mandatory registration, evaluation, and licensing and safety monitoring agency for all chemicals entering the EU market. The enacted laws and regulations came into effect on June 1, 2007, and the European Chemicals Agency is responsible for management.
The entry into force of the Act has raised the quality requirements and entry barriers for related products of different countries and regions to enter the EU market, and has had a profound impact on the export trade of chemical-related industries.
The EU is the world's leading import and export area for chemicals. In 2006, the import and export of EU chemicals accounted for 55.3% and 46.0% of the global total. Since 1967, the European Community has enacted a series of regulations, but they are inefficient and cross each other. Therefore, the EU has integrated more than 40 chemical management regulations to form a 849-page regulatory document, and the corresponding supporting technical guidance document has reached thousands of pages. It was formally adopted on December 18, 2006, effective on June 1, 2007, and officially implemented on June 1, 2008.
The purpose of the REACH regulation is to protect human health and the environment, maintain and improve the competitiveness of the EU chemical industry, increase transparency and consumer awareness, promote non-animal testing and be consistent with the EU’s international obligations in the WTO.
